Doctor Cornelius was recruited into the Weapon X Program many years ago by John Wraith. It is possible that he administered the bonding process of adamantium to Wolverine's skeleton and claws eleven years ago.

Cornelius is the scientist who puts the new Weapon X recruits through rigorous tests, power auguments and the installation of Neural Implants in their skulls to keep them in check, he is responsible for advancing Beasts mutation causing him to grow blue fur all over his body.

Cornelius' whereabouts are not known since the Brotherhood of Mutants broke the X-men free and helped destoy the Weapon X facility.

UPDATE:
Ultimate X-men #60 Some time ago, Dr. Cornelius, late of Weapon X, offered the wheelchair-bound Yuriko Oyama a chance to walk again, to become stronger and to have revenge on Storm. In the present, Yuri, now called Deathstrike, attacks Storm and Wolverine (Cornelius’ actual target). He was unsuccessful and probably retreated back to Weapon-X HQ.
