First Appearance: Star Wars: Legacy #0 (June 2006 - cameo), Star Wars: Legacy #3 (September 2006 - fully)
Known Relatives: Marasiah Fel (daughter), Mohrgan Fel (cousin, deceased), Emperor Fel I (grandfather), Soontir Fel (ancestor), Syal Antilles Fel (ancestor), Jagged Antilles (ancestor, deceased), Zena Antilles (ancestor, deceased)
Group Affiliation: Fel Empire
Former Group Affiliation: Imperial Knights, Galactic Empire
Roan Fel was the Emperor of the Galactic Empire and the third one of the Fel dynasty, which started with his grandfather. Under the rule of the Fels, the Empire was more benevolent than its time with Palpatine. This Empire also had the Imperial Knights, trained Force-users who were loyal to the Emperor. Roan was a Knight himself until he inherited the throne. His daughter Marasiah was to be his successor, and he would take Antares Draco as his apprentice to knighthood.
When the Ossus Project, the New Jedi Order’s plan for the Yuuzhan Vong to restore ravaged worlds, failed with disastrous results, Roan suspected that there was a sinister hand in this. He also believed the Jedi that the Vong were not responsible. The Empire’s Moff Council didn’t share their Emperor’s view and pressured him into declaring war on the Galactic Alliance. During the war, the Sith were revealed anew to the galaxy through Moff Nyna Calixte and helped the Empire against their enemies. Roan quickly became wary of the both the Sith and Moff Calixte, and made sure that the Imperial Knights did not take part in the Sith-Imperial War.
As the war ended with the Alliance surrendering, Fel tried to bring a peaceful resolution to this, allowing all Jedi to return to their temple on Ossus unharmed. The Sith had other plans and led an Imperial strike force against the Jedi, forcing them to scatter. Roan soon learned about the Massacre at Ossus and called a meeting with the Moffs about dealing with the Sith. Before the meeting, Roan was warned by Nyna Calixte that the Sith Lord Darth Krayt is coming to kill him and become the new Emperor. Roan and Antares would then flee from Coruscant as his body-double and a small group of Imperial Knights would divert the Sith’s attention. In exile, Roan, Princess Sia and the Imperial Knights would find other Imperial forces still loyal to him and make hit-and-runs strikes against the Sith-controlled Empire, similar to what the Rebel Alliance had done over a century ago.
Seven years after losing the Imperial Throne, Roan Fel arrived on Bastion, the Empire’s former capital and the most heavily defended planet in the galaxy. There, he regained the loyalty of the planet’s forces, including the infamous Stormtrooper legion, the 501st. He soon heard that Sia was found by the Sith and his on the run. Despite his love for his daughter, Fel know that the Sith were doing this to draw him out. He refused to go and ordered his Knights to stay as well. Antares Draco and Ganner Krieg would try to save her anyway, as Draco was in love with the princess. When Sia was rescued and returned to Fel, he rewarded her real savior Cade Skywalker, but tried to keep tabs on Cade, knowing that the Sith would want him. He was unsuccessful in this endeavor, as Cade found and removed Fel’s tracking devices on his ship before leaving.
While grateful for having his daughter returned, Roan was upset with Draco and Krieg for disobeying his orders. Instead of punishing them though, he had a medal ceremony for them, pretending that he did send them out to rescue Sia, all to maintain his forces’ devotion to him. He would also forbid Draco from ever marrying the princess. Regardless of Roan’s intentions, Sia would later start a romantic relationship with Antares.
Following the ceremony, Roan dispatched Draco and Krieg to safeguard talks of a union between his forces and Admiral Gar Stazi’s fleet from the Galactic Alliance. Unfortunately for Fel, the meeting would be sabotaged by the Sith. Later, the crew of the Star Destroyer Dauntless pretended to defect to Fel’s fleet, allowing a Sith called Darth Kruhl to slip by and try to murder the exiled emperor. Kruhl found Fel alone in the Pellaeon Gardens but Roan sensed his presence and did battle with him. After a lightsaber fight, Fel killed his would-be assassin, and had the false defectors of the Dauntless executed, save one to be returned to the Sith.
Emperor Fel would later make another attempt to negotiate with Admiral Stazi about joining forces against Darth Krayt, while Princess Sia would do the same with the New Jedi Order.
