Whilst it may be a distribution problem common to past CCG's, in the case of ReCharge card #88 it's a simple matter of the card mistakenly being overlooked in the printing process.
"Card #88, which featured the nefarious Ninja known as The Hand, was not printed in the Inaugural Edition," ReCharge Production Manager Jenny Lee told X-Fan. "It will be made available either through a special promotion or series 2; we haven't yet decided. Apologies to all the fans for the delay in completing the set."
