Story Title: Mystery of the Human Thunderbolt!
Writer: Robert Kanigher
Penciler: Carmine Infantino
Inker: Joe Kubert
First Appearance: Flash, Turtle Man, Iris West
A storm lights up the sky over Central City as Barry Allen reads an old issue of Flash Comics, wondering what it would be like to have such power. Getting back to work he takes a moment to look over his chemicals when the cabinet is struck by lightning dousing him with a wide variety of substances. Feeling uneasy after the accident, Barry leaves work and runs to catch a cab, but suddenly outruns the taxi as if it were standing still. Puzzled, he decides to stop for a few minutes in a local diner. Inside a waitress stumbles and upsets a tray full of food. Acting simply on reflex Barry is able to catch every single item without losing a single drop of coffee. He has moved so quickly the waitress assumes that she had been seeing things when she dropped the food.
The next day as Barry meets his girlfriend Iris he spots a bullet moving towards her head as if it were moving in slow motion. He is able to push her out of the way saving her life. They are met by a police officer who informs the couple that the bullet had been fired by a criminal known as the Turtle Man, the slowest man on earth.
Back in his lab, Barry concludes that the accident of the previous day must have turned him into the fastest man on earth. He soon learns that the central bank is being robbed. He releases his specially made uniform from his ring and goes into action. Barry is able to run so fast that gravity has little effect on him and is able to break the sound barrier.
At the bank, all the patrons are still standing with their hands in the air but for some reason the vault has not been touched. Barry talks to witnesses and learns that the criminal was the Turtle Man. He determines that the criminal must simply been hiding planning to continue his crime when everyone is off their guard. He tracks to crook at blinding speed but is tricked by a silhouette displayed on a wall, smashing into it. After shaking off the impact, Barry tracks the thief through the sewers. He spots the Turtle Man escaping in a rowboat and jumps into a speedboat planning to easily catch him, but the boat has been sabotaged and quickly sinks. Barry’s speed is enough that he can simply run on water, but the vibrations he creates on the water push the rowboat out of his reach. Instead he runs around the boat and pulls the dizzy criminal from the resulting vortex.
Barry takes the man into custody and is beset upon by reporters wanting to know the story of this new hero, what he calls himself, and how he captured Turtle Man in a flash. Barry simply answers that they have their own answers… he is The Flash.

Central City is abuzz with strange occurrences as random objects appear to suddenly fly away on their own. Barry Allen becomes a victim as a beaker he is using suddenly vanishes before his eyes, but for a split second he manages to see someone leaving his lab and follows as the Flash. The criminal spots the Flash following him and attempts to stop him by shooting rings of intense heat in his direction. As Flash dodges the rings the thief escapes.
Outside the city, the criminal recalls how he has come to this era from his time in the future. His name is Mazdan and he had been convicted of theft, sentenced to the desolation of the 50th century. The time machine has mistakenly sent him back to the 20th century where he has continued his crimes and plans to return to the future for his revenge.
He is soon spotted blasting his way through the wall of a bank and the Flash runs to arrest him. Once again Mazdan unleashes his heat rings, but this time the Flash simply leaps through the middle of them to catch the thief.
Mazdan only remains in his cell for a short period of time he removes a small lens from his eye and uses it to melts the lock of his cell making his escape. Flash goes into pursuit easily following the trail of heat left in Mazdan’s wake. When he is again caught by the Flash, Mazdan tells how he has come from the future and is trying to return. Flash will not permit him to use the capsule he has constructed as it will certainly kill thousands as it blasts forward in time. Instead Flash picks him up running, eventually breaking the time barrier and returning him to his own time. The future authorities send Mazdan to the future as they had originally planned and Flash returns to the present.
