(Fair Warning: some people have claimed that Santini appeared before Stormwatch: Team Achilles #1, but I have no information on that. Everything here is gleaned from the Stormwatch: Team Achilles series and the single non-Stormwatch cameo).
Benito Santini was born a devout catholic, joining the US army before being streamlined into the Black Razors, the elite team that handled superhuman situations. During this time, Santini lost one of his knees to a superhuman (Lord Emp of the Wildcats?) and joined International Operations, rising high in the ranks until becoming one of its foremost commanding officers. Jack Lynch apparently picked him as his successor for the post of director, a post he held until Project Entry.
Santini’s determination to copy the Authority’s door technology led to the creation of Project Entry, a teleporter that worked by creating gateways into alternate realities. Ivana Baiul, one of Santini’s enemies, took this as an opportunity to strand Santini in an alternate universe, which had had its entire population slaughtered by a US government cabal, but Santini outwitted the genocidal superhuman Devil and escaped, losing his other knee in the process.
Santini left IO soon afterwards, failing to have Baiul (or Senator Terns) convicted of the genocide in the Entry Universe. His concerns about rogue SPBs, fuelled by the encounter with Devil, led him to work to create the international Stormwatch team, which would be (mainly) made up of normal humans. Santini – and his best friend Blake Coleman – put together one of the finest teams on the planet, which was flung into battle when the UN was attacked by terrorists.
Santini assembled the team and sent them into battle, a conflict that was interrupted by the superhero Giant, who attempted to fight the terrorists on his own. An arrogant all-American jock, built to similar specifications as Apollo (Authority), Giant was no match for the terrorists, who managed to escape, leaving one prisoner behind. Santini, angry at losing his prey, tricked Giant into believing that Henry Bendix had left a bomb in his body, sending Giant fleeing for his life.
There was no rest for the team, however. The terrorists, led by a superhuman activator, were hiding in Chechnya, a nation protected by The Authority. After asking for permission to find them, which was refused, Santini sent the team into Chechnya, provoking a three-way confrontation between The Authority, the terrorists, and Stormwatch. Using cunning and stealth, Santini tricked the Authority into dealing with the terrorists, while Stormwatch recovered the activator and prevented a Russian attempt to invade Chechnya.
Having a moment to catch his breath, Santini took the opportunity to arrest Senator Terns, placing him in cold storage and sending a SPB-shapeshifter into Congress to take Terns place. The short period of peace came to an end when a new SPB movement attacked the US gold reserves – and killed Blake Coleman in the process. At the same time, Flint, a former Stormwatch SPB operative, joined the team on a permanent basis. Eventually, Flint and Santini fell in love and married.
Santini’s attempts to capture Citizen Soldier, who had challenged the entire American establishment, would have unfortunate consequences. His character darkening, in a manner very similar to Bendix, Santini risked everything to capture Citizen Soldier, only to fail at the last because of Giant, who had been recruited into the Civil Defence Squadron. Angry, knowing that Ivana Baiul would be more than happy to kill every newborn to prevent Citizen Soldier from returning, Santini threatened President Patrick Kent directly, using Project Entry to invade the White House. Kent’s horror at Santini’s action spurred his determination to create a second Project Entry of his own.
Unaware of these developments, the Stormwatch team challenged, defeated and captured Baron Chaos, who had sought to lead a superhuman coup in Hungary. In the meantime, the second Project Entry had accidentally devastated Florida, causing the Authority to launch a coup d’etat against President Patrick Kent. Santini reacted swiftly, taking his entire team underground as the Authority searched for them. Santini shot Baron Chaos personally, but the Baron survived, thanks to the intervention of Doctor II.
Santini attempted to confront the Secretary-General of the UN directly, setting a trap for the Authority. Failing to have the entire team in his grasp, Santini trapped the Midnighter in China and made an agreement with the Vatican to kill two superhuman pretenders to Christ’s mantle. This mission nearly went badly wrong, and succeeded only because of Giant, who had been retained by Ivana Baiul. Baiul had a plan to trap Santini, tricking Santini, Citizen Soldier and Baron Chaos in the Project Entry universe. In the unpublished Stormwatch: Team Achilles #24, Santini and the entire cast, more or less, remained trapped in Project Entry, but with a way out…
Santini is a skilled tactician and strategist, not unlike Bendix himself, although with some genuine compassion. He has no superhuman powers and has been accused of being superhero-phobic, snapping at Coleman when he joked about his repaired knees. His relationship with Flint, which developed mainly off-comic (lol), clearly mended that to some extent; Team Achilles had five superhumans on staff as of 23.
