Cathy Colby, the lieutenant at Precinct Ten, was as veteran from the start. She was first introduced as tracking down the Libra Killer (M’rrgla Qualtz), a serial murderer who decapitated prostitutes. Along with her partner Sergeant Jack Phantom, they investigated the body of a beheaded victim brought in by Shock-Headed Peter. Following a lead to the victim’s last client, Peregrine attempted to apprehend Airbag. Airbag inflated his entire body and trapped Peregrine against a wall, breaking her ribs. Because of the incident, Peregrine was temporarily removed from the case, but instead relayed information to Jack Phantom.
Once her ribs had sufficiently healed, Peregrine was called off to help in a teleporting accident. Once there, she helped comfort a dying Mr. Nebula and cavalry piece.
Peregrine and Jack Phantom set to working out the murder of Glenn “Bluejay” Garland, and having realized his involvement with the Seven Sentinels, began watching old Sentinels reels. They uncovered evidence of a pedophile ring and immediately called a council with the rest of Precinct Ten. Peregrine and Jack Phantom explained how 'adventures' of the Seven Sentinels were a hoax. Instead, the Seven Sentinels had been using their sidekicks, the Young Sentinels, as child prostitutes.
Precinct Ten set out to arrest the Seven Sentinels. Peregrine had to be restrained after she flew into a rage and badly injured one of the pedophiles, Delia “Sun Woman” Spyros.
Peregrine, a devout Christian, is married and still serves as a member of Top Ten. She has the ability to fly, but whether or not she needs her suit to do so is unknown.
