The Thunderbolts settle in their new headquarters, Mount Charteris, in Colorado, while Mach-1 is in prison and gets offered a way out by Justin Hammer, international financier and facilitator for super-villains. Instead Mach-1 foils a riot started by criminals working for Hammer, and therefore gets selected for an operation for the Commission on Superhuman Activities.

Jolt talks to Moonstone about how she lost her family and became Jolt, while the other Thunderbolts find out that the mystery person living at Mount Charteris is a former member of Factor Three named Ogre, who then becomes the Thunderbolts’ resident engineer. While the Thunderbolts leave to investigate a robbery committed by the Beetle, the identity formerly used by Mach-1, Ogre is stunned and put in cryogenic storage by renegade thunderbolt Techno, who then masquarades himself as Ogre.

Charcoal and Jolt weren’t allowed to take part in the mission because of their school, so they spend the afternoon with their friends. Someone is aiming at them with a gun and fires one single bullet.

The Thunderbolts attend Jolt’s funeral. The Beetle is sent by Val Cooper to take the Omega-32 to Justin Hammer and offer his services to him. They are interrupted by the Thunderbolts forcing their way there. The reporter Gayle Rogers realizes that the murdered girl was Jolt and ivestigates the Omega-32 but is aimed at by the same person who killed Jolt.

Mach-1, who was only remote controlling the Beetle armor, contacts the Thunderbolts and Hawkeye makes a deal with the Commission on Superhuman Activities that enable Mach-1 to stay free. In return the CSA gets info on the Omega-32, incriminating Justin Hammer of corporate espionage, and Hammer himself tied by the Beetle armor. One of the three bodies Techno secretly has in cryogenic storage is generating bioelectricity and is unexpectedly showing life signs. Mach-1 returns to the Thunderbolts now as Mach-2 with new armor and look but the dermaplasty procedure goes wrong and his skin is turned black.

Songbird has hard time getting used to Mach-2’s new look. Citizen V comes to the Thunderbolts for help, with the V-Battalion on her trail, and reveals herself to be Dallas Riordan, Thunderbolts’ former New York City mayoral liaison and the only woman Atlas has ever really loved, also thought to be the Crimson Cowl. Meanwhile, the mysterious killer attacks Baron Zemo in Central America and reveals himself to be called Scourge.

There they fight Protoids and witness Maggia’s Cyclone leaving with two scientists. The author Andrea Sterman is investigating the Omega-32, a hard air project, and believes that Jolt was killed with a hard air bullet.

The Thunderbolts and the Avengers attack Count Nefaria’s castle and succeed in taking down Atlas and Wonder Man, both controlled by Nefaria, with Madame Masque’s ionic lock, but the weapon doesn’t have any effect on Nefaria himself. Andrea Sterman traces hard air, Omega-32 and Alpha-32 to the CSA, while Scourge finally attacks Techno at Mr. Charteris and Moonstone searches in vain information about ancient Kree history on Moon.

The Thunderbolts have gone to Titan to get more information about the moonstone from Mentor and ISAAC. The moonstones, or lifestones, were also used to archive their wearers’ memories and Moonstone subconsciously asked the stone’s memory storage to help her in coping with the emotional changes she was going through. ISAAC decides that Moonstone is not worthy of wielding the lifestone’s power and that it must be removed. Dallas Riordan lays paralyzed in a hospital bed in Latveria. At Mount Charteris Atlas breaks free of his stasis chamber unable to control the ionic energies he absorbed from Count Nefaria’s bomb. Techno would need the life energy from all three cryogenic chambers of his captives to survive but decides to let Jolt live instead. Jolt is now in bioelectric form and attacks Scourge, who killed her and is now analyzing the cohesion of Atlas’s body.

The Thunderbolts convince Mentor and ISAAC to let Moonstone keep the lifestone. ISAAC reroutes her neurosynaptic access to the stone, so she won’t able to access the memory storage anymore. Scourge and Jolt shrink Atlas with Pym particles and throw him down into a chasm between two mountains, where he explodes. The new Citizen V and Warbeck, the V-Battalion’s man inside the CSA, are assembling a new team.

The real Ogre woke up and goes hiding again with HS-1, the third person in the biochambers, while S.H.I.E.L.D. is sealing Mount Charteris. The Thunderbolts are reunited with Jolt and the team goes after Scourge, who turns out to be Captain America. Jolt reveals that Hawkeye was lying about the CSA possibly pardoning them and turns back into human form, a state where she is now partially paralyzed. Citizen V’s group gets another member and the Mighty Destroyer saves Andrea Sterman’s life.

The Thunderbolts are upset about the recent revelations but Scourge actually turns out to be supposedly dead Nomad. Nomad was controlled by nano-probes and the man behind it was Henry Peter Gyrich, who plans to kill every superhuman on Earth. The V-Battalion and Andrea Sterman convince Val Cooper of this too. Because the previous Citizen V refused to assasinate Gyrich, the V-Battalion assembled a group of Redeemers to stop this conspiracy. The Redeemers are joined by the Fixer, a former Thunderbolt who Techno was supposed to be.

The Redeemers attempt to stop Gyrich but they get infected with Gyrich’s nano-probes. The Thunderbolts and Scourge succeed in stopping Gyrich and Jolt fries the nannites in everyone. Gyrich was also controlled by nannites himself. The Thunderbolts agree not to go public with this, which could cause a war between humans and superhumans, in exchange for being pardoned. Hawkeye himself agrees to go to jail, in order to buy Gyrich’s silence. Charcoal and Jolt join the Redeemer Program which will be trained by Captain America himself until Citizen V returns. Mach-2, Songbird and Moonstone have to stop super-heroing in exchange for pardoning.

The Thunderbolts settle in their new headquarters, Mount Charteris, in Colorado, while Mach-1 is in prison and gets offered a way out by Justin Hammer, international financier and facilitator for super-villains. Instead Mach-1 foils a riot started by criminals working for Hammer, and therefore gets selected for an operation for the Commission on Superhuman Activities.

Jolt talks to Moonstone about how she lost her family and became Jolt, while the other Thunderbolts find out that the mystery person living at Mount Charteris is a former member of Factor Three named Ogre, who then becomes the Thunderbolts’ resident engineer. While the Thunderbolts leave to investigate a robbery committed by the Beetle, the identity formerly used by Mach-1, Ogre is stunned and put in cryogenic storage by renegade thunderbolt Techno, who then masquarades himself as Ogre.

The Thunderbolts attend Jolt’s funeral. The Beetle is sent by Val Cooper to take the Omega-32 to Justin Hammer and offer his services to him. They are interrupted by the Thunderbolts forcing their way there. The reporter Gayle Rogers realizes that the murdered girl was Jolt and ivestigates the Omega-32 but is aimed at by the same person who killed Jolt.

In return the CSA gets info on the Omega-32, incriminating Justin Hammer of corporate espionage, and Hammer himself tied by the Beetle armor. One of the three bodies Techno secretly has in cryogenic storage is generating bioelectricity and is unexpectedly showing life signs. Mach-1 returns to the Thunderbolts now as Mach-2 with new armor and look but the dermaplasty procedure goes wrong and his skin is turned black.

The Thunderbolts have gone to Titan to get more information about the moonstone from Mentor and ISAAC. The moonstones, or lifestones, were also used to archive their wearers’ memories and Moonstone subconsciously asked the stone’s memory storage to help her in coping with the emotional changes she was going through. ISAAC decides that Moonstone is not worthy of wielding the lifestone’s power and that it must be removed. Dallas Riordan lays paralyzed in a hospital bed in Latveria. At Mount Charteris Atlas breaks free of his stasis chamber unable to control the ionic energies he absorbed from Count Nefaria’s bomb. Techno would need the life energy from all three cryogenic chambers of his captives to survive but decides to let Jolt live instead. Jolt is now in bioelectric form and attacks Scourge, who killed her and is now analyzing the cohesion of Atlas’s body.

The Thunderbolts convince Mentor and ISAAC to let Moonstone keep the lifestone. ISAAC reroutes her neurosynaptic access to the stone, so she won’t able to access the memory storage anymore. Scourge and Jolt shrink Atlas with Pym particles and throw him down into a chasm between two mountains, where he explodes. The new Citizen V and Warbeck, the V-Battalion’s man inside the CSA, are assembling a new team.

The real Ogre woke up and goes hiding again with HS-1, the third person in the biochambers, while S.H.I.E.L.D. is sealing Mount Charteris. The Thunderbolts are reunited with Jolt and the team goes after Scourge, who turns out to be Captain America. Jolt reveals that Hawkeye was lying about the CSA possibly pardoning them and turns back into human form, a state where she is now partially paralyzed. Citizen V’s group gets another member and the Mighty Destroyer saves Andrea Sterman’s life.

The Thunderbolts are upset about the recent revelations but Scourge actually turns out to be supposedly dead Nomad. Nomad was controlled by nano-probes and the man behind it was Henry Peter Gyrich, who plans to kill every superhuman on Earth. The V-Battalion and Andrea Sterman convince Val Cooper of this too. Because the previous Citizen V refused to assasinate Gyrich, the V-Battalion assembled a group of Redeemers to stop this conspiracy. The Redeemers are joined by the Fixer, a former Thunderbolt who Techno was supposed to be.

The Redeemers attempt to stop Gyrich but they get infected with Gyrich’s nano-probes. The Thunderbolts and Scourge succeed in stopping Gyrich and Jolt fries the nannites in everyone. Gyrich was also controlled by nannites himself. The Thunderbolts agree not to go public with this, which could cause a war between humans and superhumans, in exchange for being pardoned. Hawkeye himself agrees to go to jail, in order to buy Gyrich’s silence. Charcoal and Jolt join the Redeemer Program which will be trained by Captain America himself until Citizen V returns. Mach-2, Songbird and Moonstone have to stop super-heroing in exchange for pardoning.
