Legends #1 is the first appearance of Amanda Waller, who would later become head of the Suicide Squad.

Colonel Rick Flag takes command of Task Force X in Legends #1. His first recruits are Deadshot (Legends #2, after being arrested fighting Flash III in #1), Bronze Tiger (shown in #2), Captain Boomerang, Blockbuster, and the Enchantress (all shown in #3). Captain Boomerang is the one who suggests the name 'Suicide Squad', after Blockbuster dies in Legends #3.

Among the possible origins for the Phantom Stranger shown in Secret Origins (2nd series) #10 is an Alan Moore story, which casts the Stranger as an angel who had refused to choose a side in the heavenly rebellion. In the years since, that scenario has become the most widely used background tale for the character.

In Legends #6, Wonder Woman II makes her post-Crisis heroic debut. She had been reduced to protoplasm in Crisis on Infinite Earths #12 and subsequently removed from past continuity.

Following Legends, DC released several spin-off series, starring the characters highlighted therein. Captain Marvel received a four-issue miniseries entitled Shazam!: The New Beginning. The Suicide Squad and Flash (Wally West) were each given ongoing series, as was the new assemblage of the Justice League.

Justice League of America #261 was the final issue of the series. In Justice League #1, the initial team included Batman, Martian Manhunter, Dr. Fate, Blue Beetle II, Guy Gardner, Black Canary II, and Captain Marvel, all of whom accepted membership at the end of Legends #6.
