Rex was Apocalypse's personal aide. When Prelate Delgado followed Blink back to the X-Men's home, Rex was able to get an analysis through Blink's portal and located their base in the Dead Zone, formerly known as Westchester. To an attempt to get information about the X-Men's base, Rex interrogated Heaven's employee Karma. Later Apocalypse dispatched Rex to inform Havok that he wanted all of the prisoners in the Pens killed. Near the end of the Age of Apocalypse, Rex confirmed the Shadow King's report that the Human High Council had dropped nuclear bombs on the American Midwest. In retaliation for this, Apocalypse order Rex to have the Sea Wall Defenses launch an all out assault against Britain.

Yeah, Apocalypse made a few comments suggesting that Rex was a mutant.

He didn't display any powers, neither did his 616 counterpart.

Most likely some kind of record-keeping/data storage power. Or photographic memory, something minor.

Apocalypse wouldn't have tolerated his presence otherwise.
