The mutant activist named Xi'an Chi Xan has the ability to give life with his left hand, yet take it with his right. His touch can break down the molecular structure of anything it contacts.

An excellent martial artist, Xi'an was once a member of the outlaw band known as the Lawless until he experienced an epiphany which led him to leave the renegade group to found the X-Men of the year 2099. Xi'an used the abandoned Nuevo Sol Arcology as a safehaven, not only for mutants but for anyone "discarded" by the mega-corporations of the time.

After a failed assassination attempt by Lytton Synge of the Synge Casino, Xi'an displayed a heretofore unseen mutant power wherein he subconciously generated a protective cuticle-like sheath around his body to assist him in recovering from the assassin's plasma burst.

After a psychic battle with his former mentor, the mutant named Master Zhao, Xi'an's darker side emerged and assumed dominance of his psyche. Killing Zhao, Xi'an left the X-Men and joined the sadistic Theater of Pain as a Controller.

After a climactic battle between the X-Men and the Theater, Xi'an returned to the team he once formed to help build a new mutant stronghold in Halo City.

was xi'an a member of the Halo City Protectorate? the one with cerebra, skullfire, bloodhawk and sham?

No. He chose not to directly involve himself with their peacekeeping activities, though he kept getting roped in anyway.

Xi'an's parents were mentioned in X-Men 2099 #12: his father Nguyen and mother Ann. Two unnamed sisters were also revealed that issue.
